| "During the war the American public learned, for
the time being, at least, that the preparation of
officers after the declaration of war is a costly thing
to say the least. By a special act of Congress the
Reserve Officers Training Corps was created... Freshman and Sophomores, unless granted special permission, must take the two year basic course, where they learn the fundamentals of efficiency and discipline so fundamental to the soldier. During this course they also become acquainted with the construction and operation of the various mechanisms used in the field artillery. The last two years constitutes a course which is elective, but once elected, must be completed.
